COCC, William Smith Properties plan housing development near campus – Jackson Hogan, The Bulletin

The 18 single-family homes and senior apartment complex will generate revenue for COCC

Central Oregon Community College has big plans for the 46.7 acres of undeveloped land it owns along Shevlin Park Road and Mount Washington Drive, and two of the first projects it and William Smith Properties plan on building will bring more housing to northwest Bend.

At January’s COCC board of directors meeting, William Smith Properties developer Peter McCaffrey discussed two future developments likely to go in near the college’s campus: a housing development and a senior apartment complex.

The housing development, 18 homes built by Hood River-based Curtis Homes, will be located on NW Reserve Camp Court. In an email, McCaffrey said the homebuilder is shooting for home prices between $250 and $290 per square foot — about $100 per square foot cheaper than similar-sized houses in NorthWest Crossing. Homeowners would pay an annual land rent payment directly to COCC instead of buying the land, lowering the sticker price.

Developers will have to build a left-turn lane from Shevlin Park Drive onto Reserve Camp Court to accommodate the houses, along with a connection to NW Fields Street. McCaffrey said the city is requiring infrastructure improvements on the entire 12-acre section of the property, although the initial homes are only being built in the area’s western boundary, not along Mt. Washington Drive where future development might occur. The city has given William Smith and COCC a year to determine the layout of the second phase of construction, so when infrastructure such as sidewalks are added, it won’t have to be removed for new construction, McCaffrey said.

William Smith has also worked with the Bend Park & Recreation District to reroute the asphalt Discovery Trail, which currently runs through where homes will be built.

Every home will be allowed to have an auxiliary dwelling unit, or a small second home, on its property, as long as they aren’t used for Airbnb-esque short-term rentals.

McCaffrey said COCC will have to approve lease and development agreements before construction can begin, and he expects to start building the first model home in March.

On the other side of Mt. Washington Drive, Mountain West Investment Corp. has proposed a senior apartment community that will host between 85 and 120 units, depending on the size of the apartments and the amount of amenities and common areas. Mountain West will take the 3.02-acre parcel ­as-is, so COCC and William Smith won’t have to develop infrastructure.

Revenue from both developments will be split between William Smith and COCC, although McCaffrey said the split between the two groups is still being negotiated. Matt McCoy, COCC’s vice president of administration, was excited about the plans and said it will be able to provide a reliable income for the college.

“We’re dependent on the state for some of our funding (as well as) property taxes,” he said. “What the board has directed staff to do is identify a more stable revenue stream. We have holdings that have not generated revenue, and this helps turn that into revenue-generating, to help keep tuition low for our students.”

McCoy said the developments will also provide more affordable housing options in a more expensive area of Bend, which could potentially become housing for COCC students or staff.

”I think it provides a market for a broader sector of those interested in home ownership,” he said. “They’ll still be beautiful and fantastic homes, but when you (take) out the cost of land, it makes it more affordable to more people.”

COCC board members generally seemed supportive of the development plans at a recent meeting.

“I think this is a good path to go down,” said board member Alan Unger.

Gilbert Neighborhood Update

The eight lot neighborhood, with differing home styles by Muddy River Design, is taking shape and families are moving into finished homes.  Cameron and Curtis Homes’ Team are proud of this neighborhood!  We want to bring to our industry and community an energy efficient neighborhood with classic looking homes with lots of built-in character. Homes that are sustainable as well as beautiful!  

Each home has an energy rating from the Energy Trust of Oregon upon completion.  This rating will stay with the home as a rating on it’s energy standard.  We use energy sustaining building techniques as well as products that set these family homes up for success.  

In conjunction with a livable and sustainable home is the unique design of every home, we have a craftsman, traditional, farmhouse, prairie, foursquare style homes.  As you pass through the street each home stands alone as a special and vibrant part of the neighborhood.  There is one lot left!

Gilbert Neighborhood- New Hood River Homes!

Project Updates- 2017

The summer season zoomed by!  If you follow our stories on Facebook or Instagram you have watched Townhomes on Goose Way, in Hood River, start to be finished.  There is one townhouse still available.  Several family homes were also finished this summer, and it is the best day to watch a family move-in to their new home.  A custom home in Snowden with beautiful barnwood features, vistas that make you literally say, “wow” and a kitchen that most chefs would envy.   Building family homes in Oregon and Washington is what our team loves to do.   We appreciate that a new home is made of a lot of decisions, a lot of visualizing and a lot of new experiences in some cases.  Cameron and crew are glad to get to help people build homes in the Columbia Gorge and Central Oregon. 

Curtis Homes is grateful for team and have grown our team in the last several months.  We welcomed a new craftsman to the team Jeff, as well as an office financial controller  Anders Sorstad. We also celebrate the great work that Jeremy Fields, project manager in Bend,  and Thad Iremonger, project manager in Hood River.  Many of course know our office bookkeeper Danielle Iman-Lankford and Julie Johnston.  Okay- Fall time we’re ready for you!

Meet the Curtis Homes Family!

Welcome to our Curtis Homes’ blog! 

We (Cameron and Emily Curtis) have been building for ten years in the Columbia River Gorge and now in Bend, Oregon.  The history detailed out is on our About Us page, but for people who have followed our story for awhile or your just getting to know us here is a little about Curtis Homes.  

The first bit about our company either of us would tell you is that we have the best team IN THE WORLD (yes, that was shouted).  From Julie and Danielle in the office, to Project Managers Thad Iremonger (in Hood River) and Jeremy Fields (in Bend), and Alonzo in the field, each of them works together to build families beautiful-stustanable homes.  Each home is built as if we were moving into it.   What we’d tell you next about our family business, is that taking care of our clients is so important to us.  We are relational. Our Curtis Homes’ team wants people to feel heard and seen,  home walk-throughs, good communication and a defined process are ways we do our best to take the unknowns out of building. 

Together as a family and work-family we build homes that will be a lasting legacy in the neighborhoods we build in. A legacy you can live in.
